Add wax spec generator to the CI

Changes in this MR are basing on 2 common job templates defined in common-ci-configuration repo:

• .filter_out_swagger_json - useful to extract swagger definitions and provide them to next job as an input
• generate_swagger_package: useful to perform generation process https://gitlab.syncad.com/hive/common-ci-configuration/-/blob/develop/templates/npm_projects.gitlab-ci.yml?ref_type=heads#L56

Both job templates should be extended in actual repo CI.
