Add JMeter/m2u and PATH fix for poetry 

- Copy JMeter and m2u from benchmark-test-runner
- Add openjdk11-jre for JMeter
- Add PATH export for poetry (pip installs to ~/.local/bin)
- Bump ci-runner tag to docker-26.1.4-4
