Switch to fetch strategy with full clone for reduced GitLab load 

- GIT_STRATEGY: fetch - reuses workspace between jobs
- GIT_DEPTH: 0 - full clone enables efficient incremental fetches
- GIT_CLONE_PATH: separate path during transition to avoid conflicts with clone jobs
