Save artifacts after hfm_functional_tests even after failed job

Marcin Sobczyk requested to merge msobczyk/include_artifacts_in_functional_tests into develop

due to configuration in common-ci-configuration artifacts are saved even on faied jobs, however in functional tests this behaviour is overriden so we must explicitly state that we want always artifacts
