Filter out non effective operations and fixed tests after submodule-update

Krzysztof Mochocki requested to merge kmochocki/ignore_non_effective_operations into develop

Thanks to this MR, uneffective operations will be ignored

Additionally:

  • updated submodule of hived to current develop
  • fixed tests, because of submodule update, mostly because
    • OBI mechanism
    • introduction of new VOPs
