introducing query supervisor

introduced query handlers and backend psql utilities
introduced new shared library to load into postgres

query supervisor must break a pending user query
when it will exceed some resources limit. Breaking
query cannot be handled and ignored by the user and
cannot break pending connection with a psql cluster.
