Fix Clang compilation issues 

- asio.hpp: Use promise factory method instead of direct constructor
- rate_limiting.cpp: Make rate_limiting_group_impl destructor virtual

Fixes Clang errors to enable ClangBuildAnalyzer usage for build profiling.
