change MEMORY comment archive to use hashed index

It is the fastest of all tested solutions, but it cannot be used in mainnet live sync, because rehashing can take significant
time disrupting node operation in the process. Maybe we could actually use it to perform replay ended with snapshot and then
switch to ROCKSDB? Of course we'd need to first implement support for snapshots in MEMORY that is compatible with ROCKSDB format.
