Manual job update

While configuring CI for project hive/block_explorer_ui> I've noticed that deployment jobs - configured as manual via rules - block the pipeline. Similar jobs in this project do not have that problem but since both the documentation and an issue about the subject claim that the behavior seen in hive/block_explorer_ui> is the correct one, I've decided to update deployment jobs in this project to avoid future problems.
