Bump common-ci-configuration to latest main commit

Update CI_COMMON_JOB_VERSION and include ref from e74d7109... to
9f5e12cd984bf12746ce9af081868e09ced8068f.

The old docker-dind image (e74d7109...) was deleted from the GitLab
registry, causing CI jobs to fail with "manifest unknown" errors on
runners without cached images. The new version uses images that exist
in the registry.

This is a proper fix replacing the workaround of adding data-cache-storage
tags to restrict jobs to runners with cached images.
