[JES] Add options for new failover stuff. Add option for user to specify a preferred endpoint

Update the version of hive-js to get the failover capability. Adds option for users to set a preferred API node to talk to. Added translations for the new setting, but someone should check those as I just used google translate. Tests are currently not passing due to a change in hivescript from another dev (canonical linker I believe was what was failing)
