TOS component updates 

* add option to markdown renderer to be closer to spec with
  `breaks` prop
    * defaults to `true` to preserve old behavior
* make HelpContent allow specifying title
* specify title on Tos component
* refactor TermsAgree to pull Tos component
    * same as `/tos.html`
