Change expected wait time for account creation in FAQ (#1619)

The FAQ says accounts could take 'up to three business days' to create, but many are taking a lot longer than that. In the #help channel of Steemit.chat, we are asking users to wait up to a week before reporting it as an issue. This pull request updates the FAQ to let users know it will take up to a week.
