844 routes user (#948) 

* Better veribage for server error exceptions for end users

* Ensure standard 404 page is rendered for username not found, error page for state exceptions

* Styling updates to not found routes

* Revamped not found page, improved look and feel, better navigation

* No need to log status at this point/crufty
