Update roadmap: Phase 1 and Phase 2 completed 

Phase 2 accomplishments:
- HAF, balance_tracker, reputation_tracker now include directly from common-ci-configuration
- Fixed template variable inheritance issues (HAF_COMMIT, HIVE_SCRIPTS_REF)
- Fixed sync save cache symlink handling
