Add poetry and git to python image

The python image now includes poetry and git, making it suitable for
CI jobs that need Python 3.12 with poetry (e.g., api_client_generator
which doesn't support Python 3.14 yet).

- Bump version to 3.12.9-1
- Update docs to reflect actual image contents
