Add PYTHON_VERSION variables, document ci-base-image as source of truth 

- Add PYTHON_VERSION (3.14) and PYTHON_VERSION_FULL (3.14.2) variables
- Document that ci-base-image is the single source of truth for Python version
- Update comment to reference new image tag ubuntu24.04-py3.14-1
