Ruff - enable additional rules and bump it's version to the latest one (0.259)

Requires: !54 (merged) !62 (merged)

Bumped the ruff version and revisited https://beta.ruff.rs/docs/rules/ to look through available rules (and see what's changed since our previous version). Some of them seem to be really helpful so I enabled them.
