Change the way alarm details are displayed to the user

Things done:

  1. Improved extended alarm info in all alarms
  2. Divide the alarm info into more logical parts (details, how to fix and actions).
  3. Display missing info about alarms in the details
  4. Fixed the calculation of the time left before the expiration of governance votes
