Build docker images with clive CLI entrypoint

Currently the mainnet cli iimage doesn't make much sense, because you can't go onboarding from this level, but IMO it's good that such an image is already built, it could just hang in the registry, we don't have to show it to users yet. If anyone thinks otherwise, let me know and, for example, I will comment out the jobs that build it.
