Rework OperationActionBindings

- Unhandled pydantic.ValidationError from
  _create_operation or _create_operations
  will result in notification instead of app crash
- Earlier check if this class is correctly used (at the init level)
- A third _NotImplemented return type for _craete_operation
  and _create_operations
