Update hive submodule to latest develop 

Includes fixes that may address flaky test node startup issues:
- Fix SEGFAULT in P2P plugin shutdown with --exit-before-sync
- Fix restart timeout: inherit parameters from run()
- Update test-tools with various flaky test fixes
