Add account_name parser function for CLI validation 

Adds a parser function that validates account names using the existing
AccountNameValidator from TUI and displays user-friendly error messages
via humanize_validation_result instead of raw ValidationError.

The parser allows PERFORM_WORKING_ACCOUNT_LOAD placeholder to pass
through without validation.

Closes #484
