Explicitly specify python version in the poetry-lock hook

Fixes:
 *  checking if poetry.lock is consistent with pyproject.toml.......................Failed
    - hook id: poetry-lock
    - exit code: 1

    Current Python version (3.8.13) is not allowed by the project (^3.10).
    Please change python executable via the "env use" command.
