Add to BeekeeperCommon class following validators with dedicated exceptions: 

* validate_remote_beekeeper_running - check remote Beekeeper (raises CLIBeekeeperRemoteAddressIsNotRespondingError),
* validate_local_beekeeper_running - check local Beekeeper (raises CLIBeekeeperLocallyNotRunningError).

Those validators will valide state of target Beekeeper instance..
