Prepare tests for account history api based on haf node

In this MR, a toolkit has been developed to create HAfAH tests using test-tools and pytest. The HAF tools were used, enhanced with support for postgrest HAfAH.

Tests inspired by the account_history_API tests were also prepared to ensure that HAfAH operates in the same way.
