Add common-ci-configuration haf_app_testing templates include

Include the HAF app testing templates for future use. Hafah's CI
structure is different from balance_tracker/reputation_tracker:
- No sync job (uses HAF data directly)
- Tests extend HAF templates, not common-ci-configuration
- detect_changes has custom logic to find most recent HAF cache

Templates now available for future migration if needed.
