Update HAF submodule to latest develop (87b4e8a41)

Includes:
- Update to CI base image v2 with libpq-dev
- Upgrade to Python 3.14
- Remove pipeline-specific cache in favor of direct commit-cache fetching
- Fix cleanup_pipeline_cache needs ordering to override template
- Fix filtered replay jobs contaminating main HAF cache
