Try changing from using polling-with-short-sleeps to advisory locks

for synchronization between scheduler and worker threads.  appears to
be working but needs more testing and bulletproofing.
Not directly related to haf#270, but this approach to
synchronization may be useful there if it pans out in hivesense.
