issue #79: conditionally to livesync when if stop-replay-at is used 

Disable indexes and fk may be painfuly in case when small number of blocks
will be replayed with option stop-replay-at. If at hived start distance to block specified
by the the option is less then psql-live-sync-threshold then sql_serializer
moves to LiveSync mode instead of REINDEX.
