Intrudced base_instance docker target, not exposing any port. Then it is... 

Intrudced base_instance docker target, not exposing any port. Then it is extended by instance targer (exposing all hived and PostgreSQL related ports) like also data (exposing only PostgreSQL port). Changes were motivated by gitlab CI bugs related to broken health checks when container exposes multiple ports.
