transaction_multisig table adjusted to partitioned hive.transaction needs... 

transaction_multisig table adjusted to partitioned hive.transaction needs (there is a FK between them): block_num column added to satisfy transactions PK extended by block_num (what was required by partitioning).
Also set custom values for autovacuum settings specific to hive.operations table.
