Improve how base path links are displayed in the UI

Show that a communication path has a base.

Show which links are from base path.

• Add base path ID and sequence to comm link output type in filters and APIs
• Add base path ID and sequence to API client and view model data structures in UI
• Display "Base" for a link that is coming from a base path with a link to the path page
• Add com path page with ID param that shows the details of one comm path
