Organizational users (user with no default vote weight, gets weight from delegatees)

Organizations don't get their own weight as a single user could potentiall create many organizations. But other users (e.g. the organization members can delegate weight to the organization user account). For accountability purposes, organizations should probably provide information on which real persons are involved in ratings by the organization. If users have their own accounts, they could just use them directly, but then it becomes difficult to know if they are representing the organization in their ratings. Could use some form of multi-sign for organizational actions. In addition to tracking accountability, this could be useful for "voting" on organization "opinions".
