Remove Verdaccio auto-publish integration

Summary

Remove the Verdaccio auto-publish functionality as it's been decided that Verdaccio is more trouble than it's worth.

Changes Required

• Remove scripts/publish-local.js
• Remove the postbuild script from package.json that calls publish-local.js
