Upgrade to Python 3.14 and msgspec 0.20.0

- Update python requirement to >=3.14,<4
- Upgrade msgspec from 0.18.6 to 0.20.0 (fixes thread-safety issues)
- Update Dockerfile.CI to use python:3.14-bookworm
- Update pre-commit to use python3.14
