Revamp reptracker's processing loop

This version's massive sync is slower than develop by about 4h from my testing on steem-11

develop - 18.5h massive sync + 1.5h index creation,
new version - 24h massive sync without indexes

indexes on hafd.operations 110GB reduced to 25GB in reptracker's tables
