Issue #240 - initial set of changes

This MR covers Python part specific to reducing amount of logs produced during error handling.

Due to missing PostgreSQL feature allowing to grant a permission to set log_min_messages parameter to non-sysadm role (Postgres 15 supports it) further changes will be done in next MRs
