fixes for sync

mi_fixes_for_transaction_errors_sqeq_refresh into develop

In looking for a reason for random issues with blocking hivemind two fixes were made:

  • correctly stop syncing when sync was started with a block num limit
  • run Payouts and Mentions refreshed in sequence instead of in separated threads

The main problem is still being investigated but the fixes above can be merged now
