Locking account also clears memo_key

Andrzej Lisak requested to merge abw_memo_key_cleared_for_locked_account into develop

This is retroactive change for treasury accounts, but since memo_key is not part of consensus it should not affect historical transactions (does not require hardfork). See #148 (closed)
