Reimplement account JSON metadata collection

Account metadata right now are collected by performing JSON API calls gathering such info from get_account API. It should be replaced by existing HAF state provider: https://gitlab.syncad.com/hive/haf/-/blob/develop/src/hive_fork_manager/state_providers/metadata.sql
