Split reptracker installer to allow hivemind to start processing blocks before the slow index-creation process begins

This depends on reputation_tracker!48 (merged) being merged and available in whatever tag haf_api_node uses. It's not included in the 1.27.6rc8 tag that haf_api_node currently references. Merge the reptracker mr, tag a new rc on all the other repos, update the .env.example to reference that rc, then merge this, then tag the new rc on this repo
