Dockerisation for CI

Wraps HAF API nodes in Docker images, so they can be used in CI. Adds CI templates to be used in this repo's CI pipeline and to be imported to other projects.

Requires HAfAH!144, hivemind!714.

Is required by denser!501 (closed) and denser!514.
