Draft: msobczyk/restore builder image tag

there is issue with builder image tag on develop branch - merge conflict was not resolved properly and in result BUILDER_IMAGE_TAG was downgraded to version registry.gitlab.syncad.com/hive/haf/ci-base-image:ubuntu22.04-1
