Create HAF setup SQL scripts to simplify its deployment

There should be provided SQL scripts encapsulating exact commands required to setup HAF installation (i.e. create database roles) like also setup user database (i.e. create hive_fork_manager extension). This way we eliminate redundant description of exact steps in documentation, tests and minimize a chance to a failure on user site.
