Remove hived-for-tests tag from CI jobs

Summary

The hived-for-tests runner tag was removed from all GitLab runners after hive/hive MR !1734 merged. This caused all denser pipelines to get stuck waiting for runners that no longer exist with this tag.

This MR removes the tag requirement from all 5 job definitions:

  • .docker_build_template
  • mirrornet-haf-binaries-extraction
  • .docker-build-testenv-image
  • library_extraction
  • extended_block_log_creation

Jobs will now run on any runner with the public-runner-docker tag (runners 174, 189, 196 are online with this tag).

Test plan

  • Pipeline starts and jobs are picked up by runners
  • Docker build jobs complete successfully
