Remove hived-for-tests tag from CI jobs

The hived-for-tests tag was removed from all runners after hive/hive
MR !1734 merged. This tag is no longer needed - jobs can run on any
runner with public-runner-docker tag.

Fixes stuck pipelines that were waiting for runners with a tag that
no longer exists.
