Fix submodule strategy and add pre_get_sources_script hook

Replace GIT_SUBMODULE_STRATEGY: none with recursive to let GitLab
Runner handle submodules properly. Add pre_get_sources_script hook
to fix corrupt git state left by cancelled pipelines.
