Move templates for cache cleanup to common-ci-configuration repo

Move cleanup job to this repo, previously this job was defined in hive repo and is visible via include:local https://docs.gitlab.com/ee/ci/yaml/includes.html which is incorrect - submodules are cloned after pipeline is created so we don't know this job definition. This solution worked in most cases but is not guaranted to work.
