Fix image usage docs: all Python images are in use

Verified actual image usage and corrected the documentation:

  • python: used by hive for api_client_generator (needs Python 3.12)
  • python_runtime: used by clive as runtime base image
  • python_development: used by clive as testnet base image

Removed misleading 'Potentially Redundant Images' section since all images are actively used.
